Court Street Waterline Replacement Project
NOTICE TO CONTRACTORS
Separate sealed BIDS for the “COURT STREET WATERLINE REPLACEMENT PROJECT” will be received by the CALAVERAS PUBLIC UTILITY DISTRICT (CPUD), 506 W. St. Charles Street, P.O. Box 666, San Andreas, California 95249, until 10:00 a.m., June 2, 2020 and then at said office publicly opened and read aloud. A mandatory pre-bid conference will be held on May 5, 2020 at 9:30 a.m. at the District office, 506 W. St. Charles Street, San Andreas, California 95249. Scheduled mandatory pre-bid conference is subject to change due to the State Mandated Shelter In-Place Directive. Proposed alternate dates are May 12 and May 19, 2020.
Bids are required for the entire project as set forth in the specifications, and all work shall be completed within Fifteen (15) consecutive work days. At the time the contract is awarded, the contractor shall possess a Class A license.
The work is generally described as follows: installing approximately 517 lf of 6-inch diameter waterline and miscellaneous appurtenant work on Court Street in San Andreas. The Engineer’s Estimate does not exceed $162,000.00.
Project specifications, special provisions, and proposal forms for bidding this project can be examined and obtained upon payment of a non-refundable fee of $25, at Calaveras Public Utility District, 506 W. St. Charles Street, San Andreas, California 95249.
Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening directed to the District Engineer in writing to m.ospital@wgainc.net. Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest.
This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990 and payment to the contractor shall be in accordance with Section 9-1.16, “Progress Payments” of the State Standard Specifications and the project specifications.
The successful bidder shall furnish a fully executed payment and performance bond.
Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in Calaveras County have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project and are available from the California Department of Industrial Relations’ Internet web site at: http://www.dir.ca.gov/DLSR/PWD
No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code Section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5.
This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
The District reserves the right to reject any or all bids, and further reserves the right to waive any irregularities in the bids.
